Province governments are being formed in an unconstitutional way: Congress
The Nepali Congress has said that the governments in Lumbini and Sudurpaschim Provinces were formed in an unconstitutional way.
The Congress said that the Constitution has not given the right to the province chief to take decisions for any political party.
“Governments are currently being formed in the provinces in an unconstitutional way. The process of forming the government in Gandaki and Sudurpaschim Provinces was unconstitutional. The Congress has strong objections to the governments being formed in an constitutional way,” Congress spokesperson Prakash Sharan Mahat said.
He said that the province government has even violated the order of the Supreme Court.
In the case of the Gandaki Province government, the Supreme Court had issued an interim order not to take a decision that would have long-term effects.
The Gandaki government has been splitting the ministry and making important appointments against the same, the NC said.
“The coalition has even breached the order of the Supreme Court. Appointments are also being made in an illegal way,” leader Mahat said.
Defying the Supreme Court’s order, the province government’s decision was against the interim order, he viewed.
Similarly, Mahat said that the CPN-UML-CPN (Maoist Center) took a wrong step in the Koshi Province also.
He said that the UML-Maoist Center alliance was unnatural. The Congress leader further said that the unnatural coalition will collapse soon.
PM Dahal, UML Chairman Oli hold talks
Prime Minister Pushpa Kamal Dahal and CPN-UML Chairman KP Sharma Oli held a meeting in Singha Durbar on Thursday.
Oli had reached Singha Durbar to discuss the problems seen in the coalition in recent days.
There was a dispute in the coalition regarding the appointment of the chief minister in the Sudurpaschim Province.
Leaders have said that the dispute started following a meeting between the CPN (Unified Socialist) Chairman Madhav Kumar Nepal and Nepali Congress President Sher Bahadur Deuba.
According to a source, they discussed the problems seen in the provinces and the issues of government operation.
Lumbini Province Chief Minister Mahara expands Cabinet
Lumbini Province Chief Minister Jokh Bahadur Mahara expanded his Cabinet, inducting four ministers from CPN-UML, one from Nagarik Unmukti Party and one independent Province Assembly member.
They were appointed as the ministers without portfolio.
Bhumishwor Dhakal, Ratna Bahadur Khatri, Arjun Kumar KC and Dinesh Panthi from UML, Dharma Bahadur Chaudhary from Nagarik Unmukti Party and independent Province Assembly Khadga Basnet were appointed as the ministers, according to a letter issued from the Chief Minister's Office.
With the expansion of the Cabinet, the Lumbini Province Government now has 10 ministers.
Likewise, Chief Minister Mahara has assigned ministerial portfolios to Ministers Chet Narayan Acharya, Dipendra Kumar Pun Magar and Bhandarilal Ahir.
President Paudel appoints Shakya as NA member, Raya as Auditor General
President Ram Chandra Paudel on Thursday nominated Dr Anjana Shakya as a member of the National on the recommendation of the government.
President Paudel nominated Shakya as the National Assembly member as per Article 86 (2) (b) of the Constitution of Nepal, reads a statement issued by the Office of the President.
Earlier on April 12, the government had decided to recommend President Paudel to nominate Shakya a member of the National Assembly.
According to Article 86 (2) (b) of the Constitution of Nepal, the President can nominate three persons including at least one woman in the National Assembly on the recommendation of the government.
Similarly, President Paudel appointed Toyam Raya as the Auditor General on the recommendation of the Constitutional Council.
President Paudel appointed Raya of Morang as the Auditor General as per Article 240 (2) of the Constitution of Nepal, the President’s Office spokesperson Shailaja Regmi Bhattarai said.
