Finance Minister Bishnu Paudel briefed President Ram Chandra Paudel about the budget for the fiscal year 2025/26.
As per the constitutional provision, the government is presenting the budget in the Federal Parliament on May 29.
Finance Minister Paudel reached Shital Niwas this morning and briefed the President about the budget for the next fiscal year, according to the President's Personal Secretariat.
Before presenting the budget, Finance Minister Paudel will present the economic survey in Parliament today.
President Paudel offers puja at Lhakhang Gumba in Boudha
President Ram Chandra Paudel and his spouse Sabita Paudel offered puja at Lhakhang Gumba in Boudha, Kathmandu on the occasion of the 2569th Buddha Jayanti on Monday.
They worshipped the Lord Buddha, went around the Boudha monastery, and had a sight of invaluable remains- astudhatu this morning.
The Buddhist devotees have thronged the monastery since early morning.
The Boudhanath and Melamchi Ghyang Guthi organized a function for the rare sight of the astudhatu.
Buddha Jayanti is celebrated with veneration at various Buddhist shrines like Lumbini, Boudha, Swayambhu, Namo Buddha and other monasteries across the country today.
Buddha's teaching instrumental for peace, harmony: President Paudel
President Ram Chandra Paudel has said that it is a matter of pride for all Nepalis to have the birthplace of Lord Buddha, the apostle of peace.
Giving a message of best wishes on the occasion of the 2569th Buddha Jayanti today, President Paudel said Buddha's teachings are for social harmony, tolerance and peace. National unity is fostered with such tolerance and mutual harmony, he added.
"On this occasion- the day the national pride, Light of Asia and precursor of world peace, Gautam Buddha, was born- I wish peace, prosperity and happiness to all Nepalis living in the country and abroad," President Paudel said in the message, reminding that special worship and sermons are conducted at monasteries today. Meditation and prayers are also organized on this occasion.
The teachings of the Lord Buddha inspire everyone for peace, coexistence, tolerance and respect to each other in a society and the world. He wished the Day encouraged all to follow the path shown by the Lord Buddha.
President Paudel to present government’s policies and programs today
The government's policies and programs for the upcoming fiscal year are to be presented in the joint session of the Federal Parliament on Friday.
President Ram Chandra Paudel is scheduled to present the policies and programs in the joint meeting of both Houses of the federal Parliament.
The meeting of both Houses of the federal Parliament has been summoned for 3 pm today.
Secretary General of the Federal Parliament Secretariat, Padma Prasad Pandey said that the tentative agenda of the joint meeting has been fixed.
As per the Article 95 of the Constitution, the President shall address the joint sitting of both Houses of the federal Parliament..
Speaker Devraj Ghimire has already urged the members of the House of Representatives to be present in the prescribed attire and take their seats by 2:45 pm.
Discussions have already been held among the ruling political parties to bring policies and programs for the upcoming fiscal year focusing on the measures to make the economy more circular.
Similarly, it is believed that the policies and programs will focus on instilling hope among the youth, promoting entrepreneurship, skill, startups and business plans, and increasing the government's expenditure and maintaining good governance.
The Federal Parliament Secretariat has already set the agenda to discuss and pass the government's policies and programs during May 5 to 11.
Similarly, discussions on the principles and priorities of the Appropriation Bill – also taken as a pre-budget discussion will begin on May 13.
The Finance Minister will present the budget for the upcoming fiscal year in the joint sitting of the federal Parliament on May 29.
President Paudel stresses on enhancing production and productivity
President Ram Chandra Paudel has stressed on enhancing production and productivity.
In his message of best wishes on the occasion of the World Workers' Day today, he wished that the Day would inspire all to move towards ensuring the use of indigenous products, respect for labour, self-employment, fair remuneration and social security.
He also extended best wishes for happiness, peace and prosperity to all Nepali working sisters and brothers at home and abroad.
The President expressed the belief that the Labor Day would help unite all the working people of the world to protect their rights, interests, rights and freedoms.
The Constitution has guaranteed the right to employment and labor for all citizens and the right to social security based on fair wages, facilities and contributions to every worker, the President said, adding that the right to equality has been ensured that there is no discrimination in wages and social security on the basis of gender for equal work.
"I believe that the working class will also be benefited in the context of the constitutional provision taking shape to build a socialism-oriented economy based on democracy in the country", the message reads.
The day is celebrated every year on May 1 as the historical day when the professional dignity and respect of the workers and their rights were established.
President Paudel to present government’s policies and programs on May 2
President Ram Chandra Paudel will present the government's policies and programs for the upcoming fiscal year 2025-26 in the joint meeting of both Houses of the Federal Parliament at 3 pm on May 2.
In today's meeting of the House of Representatives, Speaker Devraj Ghimire informed about it by reading the letter received from the Office of the President in this regard.
The Article 95 of the Constitution of Nepal has the provision where the President would present the government's policies and programs for the fiscal year in the joint meeting of both Houses of the Federal Parliament.
Raghuji Pant sworn in as Education Minister
President Ram Chandra Paudel administered the oath of office and secrecy to newly appointed Minister for Education, Science and Technology Raghuji Pant.
He administered the oath of office to Minister Panta at a special ceremony held at the Office of the President, Sheetal Niwas today.
Vice President Ram Sahaya Prasad Yadav, Prime Minister KP Sharma Oli, Speaker Devaraj Ghimire, National Assembly Chairman Narayan Prasad Dahal, ministers, lawmakers and chiefs of constitutional bodies were present on the occasion.
The appointment was made as per the recommendation of Prime Minister Oli.
Earlier, Education Minister Bidhya Bhattarai had resigned from her post on April 21 citing health reasons.
Newly appointed Education Minister Pant is a member of the House of Representatives elected through the proportional electoral system.
President Paudel appeals for common resolve for a prosperous nation
President Ram Chandra Paudel has appealed to all to come together with enthusiasm for the progress and prosperity of the nation and move forward with a common resolve.
In a message of best wishes on the auspicious occasion of the New Year 2082 today, he has said Nepalis consider the New Year as an auspicious occasion to review the past and make promises and resolutions for the coming days. “It is our tradition to set life goals on special occasions and days and to remain committed to fulfilling them throughout our lives. Hence, the New Year is a day for us to set a common national goal for the country and resolve to achieve it,” he has said in the message.
Stating that Bikram Sambat is a Shaurya Sambat based on ancient Hindu tradition and Vedic chronology, he said that this Sambat represents our civilization, social life and traditions, reminds us of Nepal's glorious past and inspires us to move forward towards a prosperous future.
President Paudel has emphasized the need to work for the development of agriculture, tourism and water resources to achieve prosperity, while expressing the confidence that today will inspire us all to become more democratic, just and result-oriented.
Nepali Army represents nation's prestige in international level: President Paudel
President Ramchandra Paudel has said that the Nepali Army is a symbol of dignity, peace and humanity not only for Nepal but also for representing the nation at the international level.
He said so while addressing the concluding ceremony of the pre-deployment training of the entire rank of Shree Naya Bhairavi Dal Company, Seventh Contingent at Panchkhal in Kavre today. The contingent is leaving for Libya as part of the United Nations Support Mission in Libya (UNSMIL).
President Paudel is the Supreme Commander of the Nepali Army. On the occasion, President Paudel made it clear that the army and security agencies are committed to the peace, constitutional order and freedom of the Nepali people.
"I am confident that our army and security agencies are committed to the freedom, constitutional order and peace of Nepal and its people internally as well," the Head of the State said.
Stating that the Nepali Army has been keeping the image of Nepal and Nepalis high in the international arena by participating in peacekeeping operations at the call of the United Nations for a long time, he said our presence in the peacekeeping force has made it clear that the world has great faith in the Nepali Army and security agencies.
Recalling the completion of 67 years since the United Nations started involving the Nepali Army in various missions in recognition of its high discipline, loyalty, efficiency and commitment to peace work, he said it was a matter of happiness for us that more than 158,000 Nepali Army peacekeepers have so far demonstrated their capacity in 44 UN missions.
The President said more than 6,000 peacekeepers are currently working in 11 different missions and Nepal is proud to be ranked in the first place as the largest peace troops contributing country in the world.
"I am confident that you will continue the history of bravery and commitment demonstrated for nearly six decades by the Nepali Army for establishing peace in the areas where the UN mission is deployed and recognize our tradition of bravery, service and dedication in the world," president Paudel said.
Reminding the army rank and file that their families, the Nepali Army, all the countrymen and the United Nations also have full confidence in them, the President wished them success in fulfilling the responsibility of world peace with pride.
Stating that those going to be deployed in the region are aware of the current changing global environment and the increasing security challenges in the regional and international worlds, President Paudel expressed the belief that the members of the Nepali Army contingent are mentally and physically prepared considering the reality of mobilization in complex situations as the security situation in the UNSMIL mission Libya could be challenging.
"Recalling the fact that the Nepali Army has made an outstanding contribution to world peace by working effectively in various missions in the past, I would like to wish everyone to perform their duties professionally and efficiently while keeping the image of Nepal, the Nepali people and the Nepali Army always high," the President said.On the occasion, President Paudel observed the presentation on the preparedness made by the team participating in the mb ission and he was also briefed about various trainings related to the UN peace mission. President Paudel certifies five bills
President Ram Chandra Poudel has certified five bills that were passed by both houses of the federal Parliament and submitted for certification.
President Paudel has certified the bills submitted for certification in accordance with Article 113 (2) of the Constitution, according to a press statement issued this evening by the Spokesperson of the Office of the President, Shailaja Regmi Bhattarai.
The bills certified to take a form a Act include Bill designed to amend some Nepal Acts related to Promotion of Good Governance and Delivery of Public Services, 2081, Bill designed to amend some Nepal Acts related to Cooperatives, 2081, Bill related to Economic Procedures and Fiscal Responsibility (First Amendment), 2081, Privatization Bill (First Amendment), 2081 and Bill designed to amend some Nepal Acts relating to Improving Economic and Business Environment and Promoting Investment, 2081,
These bills, which were presented by the government as replacement bills for the Ordinances on the same, were passed by both houses of the federal Parliament today.
Each citizen is sovereign in federal democratic republic: Prez Paudel
President Ram Chandra Paudel has stated that the federal democratic republic is the system Nepali citizens gained through great sacrifices, ensuring that they would no longer remain ruled but become sovereign citizens. This system, he emphasized, provides citizens the right to hold those in power accountable.
In his address at the inauguration ceremony of a newly constructed administrative building in Nechasalyan Rural Municipality, Solukhumbu, the President remarked, "Each citizen is sovereign in the federal democratic republic."
He stressed that it is the collective responsibility of the government and political parties to make citizens feel that this system guarantees their future and destiny.
"No absolutism or anarchy is acceptable for citizens. History bears witness to the fact that Nepali citizens have abhorred autocracy and anarchy, whether during the 104-year-old Rana regime, the 30-year-long Panchayat system, or under the monarchy. The federal democratic republic was not an easy gain, but the result of significant struggles, dedication, and sacrifices by the citizens," he said.
Recalling his experiences trekking through the eastern hills during his tenure as the Speaker of the House of Representatives, the President became emotional as he remembered his visit to a cave at Timburbote, weighed down by rain. Timburbote is the site where, in 2041 BS, the Panchayat government killed more than a dozen democratic fighters.
The President also underscored the importance of preventing the plight of the country's youth and highlighted the need for citizen-centered policies, programs, and budgets to ensure access to quality education, better healthcare, industrial development, job opportunities in villages, and income-generating activities.
Stating that the three-tier government is functioning to implement federalism, he argued this system has decentralized power from Singha Durbar to the villages. He urged local governments to be more proactive.
President Paudel further emphasized that the expansion of agriculture, water resources, tourism, infrastructure, and industry is the foundation of the country's development. He expressed hope that the small and large hydropower projects under construction in the Solu and Dudhkoshi rivers in the region will contribute to the nation’s economic development.
The Head of State also acknowledged the significant contribution of the Sagarmatha region to tourism development through expeditions and adventurous activities. He added that he is delighted to see that Mount Everest is now more accessible by road connectivity from the federal capital and the Madhesh. The President also recalled his role in initiating the construction of the Upper Sagarmatha Route.
The President highlighted the increased road connectivity from Dunai in Dolpa to eastern Nepal, which has liberated people from the need to trek for days while carrying daily essentials like salt. "Such transformations, made possible by democracy, should not be forgotten," he concluded.
Prez Paudel stresses on making Parliament's role effective
President Ram Chandra Paudel has stressed on the need of strengthening federalism, good governance and the rule of law.
For this, the President said, the Parliament should play an effective role to make the government responsible and accountable to the people.
"It is your responsibility to make the role of Parliament more effective to make the government responsible and accountable to the people to strengthen federalism, good governance and rule of law," the Head of State said at a program organized at the Office of the President today for handing over the Pokhara Declaration of the Inter-Parliamentary Forum.
President Paudel suggested to the government and the Parliament to develop the Parliament as a place where the voice of the sovereign people can be voiced in the context of complaints being made public that some important constructions have been delayed and there is not enough discussion in Parliament on issues of public concern.
"I expect additional readiness from you to build an efficient, accountable and people-responsive Parliament in the days to come, embracing the opportunity to learn from parliamentary practices," he said.
According to the President's Private Secretariat, the President on the occasion stated that Parliament should position itself as a place for effective law making, budget formulation, policy formulation and raising the voice of the people.
The President was of the view that the federal parliament should create an inclusive, long-term and development-friendly legal framework.
"Law-making and transparency are beautiful aspects of the democratic system. Therefore, your cooperation is essential for the successful implementation of federalism by further strengthening the role of parliament," he reiterated.
President Paudel inquires about DPM Paudel, Mayor Acharya’s health condition
President Ram Chandra Paudel has inquired about the health condition of Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel and Pokhara Metropolitan City Mayor Dhanraj Acharya who are undergoing treatment at the Burn Hospital in Kirtipur.
DPM Paudel and Mayor Acharya were injured when a hydrogen balloon exploded while inaugurating a program organized for the promotion of tourism in Pokhara on Saturday.
Both are being treated at the intensive care unit in the Burn Hospital.
Health Minister Pradeep Paudel, Health Secretary Dr Roshan Pokharel and Director of the Hospital Dr Kiran Kishor Nakarmi, along with the doctors involved in his treatment, briefed the President about the health condition of DPM and Mayor.
Dr Nakarmi shared that though the health condition of Paudel and Acharya is becoming normal, they should be kept under the supervision of doctors for some time.
He further emphasized that the hospital should be equipped with state-of-the-art equipment and technology for the treatment of burns.
Festivals like Sonam Lhosar help further strengthen national unity: President
President Ram Chandra Paudel has expressed the conviction that festivals like Sonam Lhosar contribute to further consolidating national unity.
In his message of best wishes on the occasion of Sonam Lhosar, festival of the Tamang community today, the Head of State expressed the belief that festivals such as Sonam Lhosar would foster mutual goodwill, tolerance and the sentiment of fraternity in the Nepali society characterized by multi-ethnic, multi-lingual and multi-cultural diversity.
"I wish that the Sonam Lhosar festival further strengthens the unity among all Nepalis and gives energy to all to move ahead to build an economically and socially prosperous country," president Paudel said.
The Sonam Lhosar is celebrated on the day of Magh Shukla Pratipada, the first day of the bright fortnight in the month of Magh as per the lunar calendar. It is the New Year festival of the Tamang community.
On this festival, the Tamang community people offer worship to their clan deity, perform nature worship and recall Buddha's teachings, and also exchange happiness among each other amidst festive celebrations in gatherings.
Along with the Tamangs, other communities such as the Hyolmo, Thakali, Jirel, Nesyangwa, Bhote, Dura, Lepcha, etc living in different parts of the country, have also been celebrating this festival according to their own customs and tradition.
Govt recommends Prez Paudel to call meeting of both Houses of Federal Parliament on January 31
The government has recommended President Ram Chandra Paudel to convene a meeting of both the Houses of the Federal Parliament on January 31.
A Cabinet meeting held on Monday decided to recommend President Paudel to call the Parliament meeting at 1 pm on January 31 (Friday).
Prior to calling the meeting, Prime Minister KP Sharma had held a meeting with Speaker Dev Raj Ghimire.
During the meeting, they discussed convening the winter session of the Parliament.
Opposition parties have been mounting pressure on the government to call the Parliament session at the earliest.
Issuing a joint statement on Friday, the opposition parties had urged the government to call the Parliament session as soon as possible.
Newly appointed ambassadors take oath of office and secrecy
The newly appointed five ambassadors to various countries have taken an oath of office and secrecy in the presence of President Ramchandra Paudel.
In the oath-taking ceremony held at the Office of the President at Sheetal Niwas today, President Paudel administered the oath to the newly appointed ambassadors for Portugal, Malaysia, South Africa, Belgium and Denmark.
Prakashmani Poudel, the Ambassador designate to Portugal; Dr Netra Prasad Timilsina, the Ambassador designate to Malaysia; Prof Dr Kapilman Shrestha, the Ambassador designate to South Africa; Sewa Lamsal, the Ambassador designate to Belgium; and Sumnima Tuladhar, the Ambassador designate to Denmark took the oath of office and secrecy before the Head of the State.
