Bagmati Province Government spends only 38 percent of its budget in 10 months
The Bagmati Province Government has spent only 38.91 percent of its budget in the first 10 months of the current fiscal year 2081/82.
The provincial government has spent 35.01 percent of the budget on capital expenditure and 46.79 percent on current expenditure during the current fiscal year from Shrawan to Baisakh, said Information Officer at the Ministry of Internal Affairs and Planning, Indraraj Sanjyal.
The provincial government has spent Rs 13.27 billion on capital expenditure and Rs 12.87 billion on current expenditure totaling Rs 25.1147 billion. He said that out of the budget of Rs 64.54 billion brought by the provincial government for the current fiscal year, the capital expenditure is less than the current expenditure.
The provincial chief attorney's office spent the most of the allocated budget at 68.92 percent while the lowest was spent by the culture and tourism ministry at 16.48 percent.
Similarly, in the current fiscal year 2081/82 the provincial government has received only Rs 3.73877 billion out of the estimated Rs 4.538 billion to be collected from internal sources.
Information Officer Sanjyal said that the provincial government's revenue collection has been affected due to the decline in real estate and new vehicle purchase and sale transactions owing to economic liquidity.
Dalit Commission of Bagmati Province submits annual report
The National Dalit Commission of Bagmati Province has submitted its report for the fiscal year 2080/81 BS to Bagmati Province Chief Deepak Prasad Devkota.
The Commission spokesperson Sundar Purkuti submitted the report to the Province Chief.
According to Article 294 (3) of the Constitution of Nepal, the report of the National Dalit Commission has been submitted. The Commission has submitted the report prepared with seven chapters and six schedules.
It includes the introduction of the Commission, provisions related to the rights and interests of Dalits, the situation of Dalits and their representation in state bodies, the implementation status of the annual program of the Commission, the recommendations and suggestions of the Commission and the status of implementation, opportunities, challenges and future directions of the Commission.
The caste discrimination and untouchability practice in Nepal and the related legal system from the beginning and end of untouchability, the provisions against untouchability and discrimination in international law, the provisions related to Dalit rights in the Constitution and laws of Nepal, the law for the end of caste discrimination and untouchability, the efforts of the state through laws, other laws and regulations among other issues were discussed in the report.
Spokesperson Purkuti said that the report covers the policies and readiness of the government to end all kinds of caste-based discriminations, prejudice, superstition, crime, exclusion, deprivation and violence through the constitution, laws, and laws and enable them to lead a dignified life.
He said that the details and population of the Dalit community in the National Census, 2078 BS,, human development index, annual income, education, health and sanitation are still lagging behind the Dalit community were incorporated in the report.
Bagmati CM Lama secures vote of confidence
Bagmati Province Chief Minister Bahadur Singh Lama has secured a vote of confidence from the Provincial Assembly meeting on Tuesday.
In the vote that took place over his proposal seeking a vote of confidence at today's meeting of the Assembly, 64 votes were cast in favor and 35 votes against the proposal while three MPs stayed neutral. Speaker Bhuwan Kumar Pathak announced that the proposal was passed by a majority.
Among the votes, 37 were received from the Nepali Congress and 27 from the CPN-UML.
Members of the Provincial Assembly representing CPN (Maoist Center), CPN (Unified Socialist) and RPP voted against the proposal, while three members of Nepal Workers' and Peasants' Party remained neutral.
Seven members including two from Hamro Nepali Party and five from RPP were absent during the meeting. The Bagmati Provincial Assembly has a total of 110 members.
The next meeting of the Provincial Assembly will be held at 1 pm tomorrow.
Bahadur Singh Lama appointed Bagmati chief minister
Bahadur Singh Lama has been appointed as the chief minister of Bagmati Province.
Bagmati Province Chief Yadav Chandra Sharma appointed Lama as the chief minister as per Article 168 (2) of the Constitution of Nepal.
Earlier this afternoon, he had staked claim for the post of chief minister with the support of the CPN-UML.
Out of 12 ministries in the Bagmati Province, Nepali Congress has got seven ministries including the chief minister.
The newly appointed chief minister and ministers will be administered the oath of office and secrecy at 11 am on Wednesday.
Newari and Tamang languages declared as official vernacular within Bagmati Province
The Newari and Tamang languages have been brought into use as the languages for official works within the Bagmati province.
Prime Minister Pushpa Kamal Dahal declared the launching of the Bagmati Province Official Language Act, 2080 today.
On the occasion, he announced that these two languages have been brought into use as the languages for official communication in Bagmati province. The government has declared the official languages as today is also the Language Day, 2024.
The Bagmati Province Government has also given a public holiday within the province today to mark the occasion. The province government had the Act certified on November 9, 2023.
A member of the Bagmati Provincial Assembly, Bahadur Singh Lama said that although there are some difficulties for the implementation of Tamang and Newari languages, which have been brought into use as the official languages from today, as the languages for official purpose, everyone's support and cooperation is necessary.
Minister for Culture, Tourism and Civil Aviation Hit Bahadur Tamang and Minister of Youth and Sports Biraj Bhakta Shrestha were present in the program chaired by Chief Minister of the province Shalikram Jammakattel.
President of Newa Deya Dabu, Pabitra Bajracharya thanked the Bagmati province government for implementing Newari and Tamang languages as official languages.
He said that the Newari and Tamang were brought into use as the languages for official use due to the initiative of Prime Minister Dahal, the Bagmati Provincial Government, all members of the Provincial Assembly and the Chief Minister. Bajracharya mentioned that regulations, commissions, monitoring committees and other bodies have yet to be formed for the implementation of the Act.
President of Nepal Tamang Ghedung, Mohan Gole, expressed his happiness that the long-standing demand has been addressed.
Minister for Culture, Tourism and Cooperatives of the Bagmati State Government, Shailendra Man Bajracharya, said that this day on which the official languages have been brought into use is an achievement of the federal system brought after the sacrifice of martyrs.
Prime Minister Dahal felicitated the poet Durgalal Shrestha by wrapping a shawl around his back as a mark of honor. On that occasion Janakavi Shrestha said that he will spend the rest of his life in the linguistic movement.
Bagmati government to bring ordinance on education
The Bagmati Province government has decided to issue an ordinance to amend the Province Higher Education Act, 2078.
Minister of Internal Affairs and Law, Ganganarayan Shrestha, who is also the Spokesperson of the Provincial Government, shared that the meeting of the Provincial Council of Ministers held on Sunday decided to issue an ordinance to amend the Provincial Higher Education Act, 2078. He said that this decision was taken to amend Section 13 (5) of the Act.
Similarly, the Cabinet has decided to provide relief support of Rs 100, 000 each to the three families who lost their loved ones while trying to control the forest fire in Lalitpur and Ramechhap district. The support will be provided through the disaster management fund under the Ministry of Internal Affairs and Law.
A few days ago, three people had died while trying to control the forest fires in Lalitpur and Ramechhap districts of the province.
Bagmati Chief Minister Jamarkattel expands Cabinet
Bagmati Province Chief Minister Shalikram Jamarkattel expanded his Cabinet on Tuesday.
On the recommendation of CM Jamarkattel, Province Chief Yadav Chandra Sharma today appointed a Province Assembly member from the CPN (Unified Socialist), Rama Ale Magar, as the minister without portfolio.
Province Chief Sharma administered the oath to Ale Magar today itself.
Chief Minister Jamarkattel said the council of ministers will be expanded and portfolios will be allocated to the ministers within the next week.
Chief Minister Jamarkattel, Province Assembly Speaker Bhuwan Kumar Pathak, Deputy Speaker Apsara Chapagain, province ministers, leaders of various political parties and secretaries of province ministries were present on the occasion.
The newly-appointed minister Ale Magar was elected as the Province Assembly member from Kathmandu constituency 10 (2).
Bagmati Province CM Jamarkattel seeking vote of confidence today
Bagmati Province Chief Minister Shalikram Jamarkattel is seeking a vote of confidence at 1 pm today.
A meeting of the Business Advisory Committee of the Provine Assembly held on Sunday had fixed the agenda with a decision to put the proposal relating to the vote of confidence for discussion in Bagmati Province Assembly today.
According to Province Assembly secretary Krishna Hari Khadka, the meeting has decided to take a vote of confidence in the meeting of the Province Assembly today. The meeting is scheduled to discuss the proposal related to the vote of confidence of Chief Minister Jamarkattel and present it for decision.
Chief Minister Jamarkattel will present the motion related to the vote of confidence in the Province Assembly meeting and assembly members from different parties will put their views on the proposal, secretary Khadka said.
Chief Minister Jamarkattel was compelled to seek a vote of confidence after the Nepali Congress withdrew its support from the provincial government. Accordingly, he had registered a proposal with the Secretariat regarding taking the vote of confidence.
The CM needs a total of 56 votes in the Province Assembly to sustain the government.
In Bagmati Province, Nepali Congress has 37 members, CPN-UML 27, Maoist Center 21, Rastriya Prajatantra Party 13, CPN (Unified Socialist) seven, Nepal Majdoor Kisan Party three and Hamro Nepali Party two.
Bagmati Province Minister Dulal’s PSO found hanging
Bagmati Province Physical Infrastructure Development Minister Yuvaraj Dulal’s Personal Security Officer (PSO) was found hanging from a tree on Tuesday.
Yam Bahadur Subedi (40) was found hanging near Bandevi temple in Hetauda-11 at around 6:30 am today, DSP and spokesperson of the District Police Office, Makwanpur Laxmi Bhandari said.
The body has been sent to the Hetauda Hospital for postmortem.
Police said that they are investigating the case.
Bagmati Province govt to provide Rs 1.5 million assistance for quake victims
The Bagmati Province government is to provide Rs 1.5 million assistance for the immediate and effective rescue, treatment, relief and rehabilitation of the earthquake victims.
Issuing a statement on Saturday, Internal Affairs and Law Minister of the Province Ganga Narayan Shrestha also urged the civil society and various non-governmental organizations to provide necessary assistance in the time of disaster.
“In this time of disaster, the Bagmati Province will be with the Karnali Province government. The Bagmati Province government expressed its sadness over the loss of lives and properties due to the earthquake that hit Jajarkot district on Friday night,” reads the statement.
“We expressed our heartfelt condolences to the bereaved families and wished for the speedy recovery of the injured,” according to the statement.
