Foreign data centers threaten Nepal’s stable future

Two paths diverge in front of Nepal. One leads toward the digital promise of servers and global connectivity. The other where the right to clean water becomes a bargaining chip for foreign industry. Nepal now stands at this forkpath, and the choice it makes will affect generations beyond now. In an era of rapid digital expansion, the rise of hyper-scale data centers is quietly building towards a water crisis. Industry experts and environmental advocates have warned that unless policies change, such facilities could drain water supplies, pollute vital ecosystems. Nepal is at risk now, and we have to make a choice.

To understand the problem, one must first look at how a hyper-scale data center operates. These warehouses of computer servers power everything- from streaming services and social media to artificial intelligence and cloud storage. However, all that computing generates heat. To prevent the heat from melting the equipment, the centers require massive, continuous cooling. The cheapest and most common method is, of course, evaporative cooling. Now here lies the problem: evaporative cooling is a process that consumes millions of liters of fresh water daily. It’s happening now around the globe, and it is bound to happen to Nepal if we stay ignorant.

Nepal is a country already struggling with seasonal water shortages and aging infrastructure, and this industrial demand is not merely an inconvenience. We must understand that this is a direct threat to the fundamental right of local communities to access clean water for drinking, cooking, and sanitation.Consider the mechanics of a single medium-sized data center. It can use as much water annually as a town of 50,000 people. 

According to the Lincoln Institute of Land Policy, medium-to-large facilities can cycle through +/- \(100\) million to \(1\) billion gallons per year, heavily taxing local aquifers and municipal resources, particularly in drought-prone regions. When such facilities are proposed near river basins or groundwater sources, they effectively divert public resources into private profit. But the damage does not stop at volume. The cooling water, after circulating through hot machinery, often becomes contaminated with heavy metals, cleaning chemicals, and biological growth inhibitors. Reports from similar projects in water-stressed regions show that this discharge frequently finds its way into local rivers and wells. Consequently, aquatic habitats suffer, fish populations decline, and downstream communities face new health risks from polluted drinking sources. Nepal’s pristine but fragile water systems are not prepared to absorb this industrial shock.

This water appropriation does not affect all of our country’s citizens equally. It exacerbates existing inequalities by pulling essential water away from small-scale farmers, who absolutely must depend on consistent irrigation for subsistence crops. When a data center’s cooling tower takes priority over a village’s paddy fields, the result is lost harvests, rising food prices, and deepening rural poverty. Thus, one region’s digital convenience becomes another region’s drought. Moreover, the promised economic benefits largely fail to materialize. Corporate marketing often touts thousands of new high-tech jobs for local youth. Yet the reality is different. These foreign-owned facilities typically import specialized engineers and expatriate technicians to manage proprietary systems. 

Complex software, security protocols, and hardware maintenance are kept in the hands of outsiders. Nepali workers are left with low-skill, low-wage positions,or no jobs at all. The result is negligible skill transfer, minimal long-term employment, and a generation of young Nepalis watching opportunities vanish from their own homeland. One must ask, is this really the future Nepal needs? Or is this simply another step, trying to imitate the “success” of western nations that clearly already benefit from the exploitative nature of Transnational Corporations.

We need to realize how this situation mirrors a troubling historical pattern. During the colonial era, foreign powers extracted natural resources such as timber, minerals, and rubber from peripheral regions,such as in Asia, leaving behind environmental devastation and impoverished communities. Today, the resource being extracted is water (a basic human right) and the product is digital processing power. Sociologists have begun calling this phenomenon “digital colonialism.” Developing nations, like Nepal, sustain the enormous energy and water demands of artificial intelligence development, cloud computing, and global data flows. In return, we receive ecological damage, weakened water governance, and systemic inequality. Instead of becoming digital creators or service providers, these countries are transformed into passive suppliers of raw resources. In this case it is clean water and cheap land.

The most alarming consequence is the transformation of entire regions into what climate activists call “sacrifice zones.” These are areas where environmental protection and community welfare are sacrificed for corporate infrastructure. When a foreign data center secures priority water rights, local governance is undermined. National sovereignty over natural resources is lost. Long-term ecological stability is traded for short-term foreign investment. Furthermore, these facilities accelerate a phenomenon known as “data apartheid.” Powerful tech platforms concentrate computational power within exclusive enclaves, leaving host nations unable to develop their own digital industries. Nepal is at a big risk of being locked into a permanent role as a raw material provider, exporting water and importing dependency. The digital divide becomes not just a gap in access, but a structural trap.

The Nepal government must take immediate action. Nepal must strengthen its water governance laws to classify data centers as major industrial users, subject to strict environmental impact assessments. One would suggest that water extraction permits should include enforceable limits, public disclosure requirements, and harsh penalties for contamination. 

Additionally, any foreign facility must demonstrate genuine skill transfer and local hiring plans, or face revocation of operating licenses. Another important point remains public awareness. Our communities have the right to know how much water a proposed data center will consume, where that water will come from, and where contaminated runoff will flow. 

So two paths diverge in the shadow of the Himalayas. One leads to the sacrifice of rivers rerouted for foreign servers, youth left jobless, and a nation reduced to a provider of raw water. The other leads to sovereignty, with strict laws, protected resources, and genuine partnership. For the sake of every farmer, every village, and every stream that feeds the paddy, for every youth in this country that fought for a better future- may our government take the road less traveled, and make all the difference.
